Not when it is done correctly. The technician uses a booster pack with reverse-polarity and surge protection, connects to the points the manufacturer specifies, and never lets the clamps touch. On cars with a battery sensor on the negative terminal, the black clamp goes to the body earth point instead.
At least 30 minutes of continuous driving puts some charge back, but an alternator is not a battery charger. A deeply discharged battery needs hours on a proper charger to recover fully. The test after the jump tells you if the battery will hold that charge at all.
A battery with a dead cell, a swollen case or a leak will not hold charge and should be replaced, not jumped. If the engine starts and dies again within minutes, the alternator is not charging. If the starter only clicks with a strong booster connected, the starter motor or its wiring is the fault. In those cases the technician fits a new battery on the spot, with a warranty of up to 24 months, or arranges recovery to the workshop.
